Why this corridor exists
A structural gap in cross-border hiring.
Regulated transnational labour mobility requires more than matching algorithms. It requires an infrastructure capable of producing credentials that withstand institutional scrutiny — on both sides of the corridor.
The Italy ↔ Ethiopia case is the proof-of-concept environment where SMH's four-layer architecture is stress-tested against real regulatory requirements.
Infrastructure role
Not a marketplace. A compliance layer.
SMH does not aggregate job offers or candidate profiles. It governs the process by which candidates become verifiably employable — and by which employers can document the integrity of their hiring decisions.
The corridor operates under dual institutional oversight: the ILS Foundation (certification) and ILS.AI (platform governance) — with commercial execution by the Factory layer.

The corridor operates as a closed governance circuit. Every node has a defined role; every transition is governed and auditable.

Foundation
Certification Authority
The independent governance body that issues CERTIFIED credentials. Neutral by design — no commercial relationship with hiring parties. Responsible for WRITTEN → VALIDATED → CERTIFIABLE → CERTIFIED chain integrity.
ILS.AI
Platform Custodian
Technology owner and IP vault. Develops and maintains the four-layer infrastructure. Licenses operational capabilities to Factory. Does not interact with candidates or employers directly in the hiring process.

Execution Layer
Commercial execution of hiring mandates. Operates the Recruitment Engine and Academic Layer under ILS.AI licensing. Produces evidence packages submitted to the Foundation for certification review.
